The purpose of this type of banner is to get un-registered users to either login or register in order to lead them somewhere i.e. take this quiz, download this ebook, get a trial period or another advantage.

In other words Banner Target URL stream block by definition only shows up, when the user is not logged in. So if you do not see the interface above right now, chances are that you are logged in.
